1. All members should be qualified on all panels.

2. A "Call Board" for all operating personnel has been established.

a. Members shall notify Superintendent if they will be present for the regular Monday night open house, by 8:00 pm the Monday piror to the open house.

b. The Superintendent shall assign positions established on the "Call Board" the Monday prior to operation by 9:00 pm.

c. Operators should be assigned according to their qualifications, in rotation, on Operating Nights.

3.The following are the operating classifications:

a. Dispatcher
b. Yardmaster -Taylor
c. Yardmaster - Glendale
d. Tower Operator - Burbank
e. Yardmaster - Interurban
f. Yardmaster - Mojave
g. Yardmaster - Bakersfield
h. Yardmaster - Lancaster
i. Assistant Yardmaster - Taylor
j. Assistant Yardmaster - Glendale
k. Assistant Yardmaster - Mojave
l. Assistant Yardmaster - Interurban
m. Assistant Yardmaster - Bakersfield
n. Engineer - Branchline
o. Engineer - Mainline Cab Panel
p. Engineer - Narrow Gauge
q. Hostler
r. Brakeman
s. Public Relations
t. Trainee

4. Duties of Operating Classifications

a. All railroad operations shall be carried out in a professional and prototypic manner.

b. Dispatcher: Control all movements on the main line and sidings from San Fernando to Calinete.

c. Yardmasters: Bakersfield, Glendale, & Taylor.

1. It is the responsibility of the yardmasters to assign all trains to the engineers when they call in for an outbound train. Yardmasters will assign trains on a rotational basis.

2. The yardmasters will be their own engineers for controlling all yard movements in their yard. Exception being arriving and departing main line trains that they have given control over to the mainline cab engineers.

a. Bakersfield yardmaster will take control of an inbound train on the siding or ladder track and stop it. Any outbound train will depart before parking the inbound train in the yard.

b. Yardmasters at Glendale, Lancaster, Mojave, and the Interurban will be their own engineer. They will request for track authority from the Dispatcher before fouling any main line or siding.

c. Yardmaster Mojave will keep the track immediately behind the station clear for through-freight trains. Terminating trains will utilize other tracks.

d. Assistant Yardmasters: will work under the direction of the Yardmaster assigned to their panel.

e. Tower Operator - Burbank

1. Will control train movements between Glendale, Taylor, & San Fernando.

2. Will be the sound engineer for sound effects.

f. Engineers, Branchline, Mainline, and Narrow Gauge.

Will operate the trains.

1. Engineer - Branchline will request track authority from the Yardmaster Mojave, prior to arriving Mojave. While at Mojave he will be under the authority of the Mojave Yardmaster.

2. Engineers - Mainline will be under the authority of the Dispatcher.

g. Hostler

1. Will operate all locomotives into or out of the Taylor yard roundhouse.

2. Will not foul any yard tracks without the permission of the Taylor Yardmaster.

3. Will be under the authority of the Taylor Yardmaster.

h. Brakeman

1. Brakeman shall retain the cordless phone while on duty.

2. Brakeman will be under the authority of the Dispatcher and Superintendent.

3. Brakeman will handle all train malfunctions on the layout as requested by the Dispatcher, Superintendent, or designee.

5. The Train

a. A track cleaning car should be in all freight trains.

b. A track cleaning train should be the first train over the layout in both directions prior to open house operations.

c. All passenger trains should be backed into LAUPT prior to scheduled departure.

d. All trains should be backed into Bakersfield yard prior to scheduled departure.

e. It is recommended that trains depart Taylor, Glendale, & Bakersfield on "B" and arrive on "A".

f. Passenger trains stop at all stations.

g. Passenger trains shall not exceed 12 feet in length.

h. Freight trains shall not exceed 11 feet in length.

i. Dispatcher and/or superintendent may authorize over length trains.

j. All trains shall be run in rotation during Operation sessions.

6. Malfunctions;

a. Owners are not to leave their operating position to remove or adjust their equipment.

b. Any member whose equipment malfunctions three times in a single operation session, shall have the problem equipment bad ordered by the Superintendent and removed from the layout by the owner, or a designee of the owner. The equipment may be replaced on the layout after being brought up to club standards.
