You start with your train...

you look at your car cards and waybills...

you run your train over there...

you switch your cars in and out of the tracks...

You place the car card for the car you are
setting out in the back of the left box,
then move the front car card in the left box
to the back of the middle box, then
move the front car card in the middle box
to the back of the right box, then take away
the car card in the front of the right box.

Now, what part of that didn't you understand?
